Doesn't have to be these area's, but it seems as three are pretty good with low crime, good schools, family friendly neighborhoods.
I would choose Davis first, but the home prices are way too expensive.
Looking on a 400k budget.

Most people seem to think Folsom is the nicest, but you'll definitely get a lot more house for your $ in Rocklin or Roseville.

A lot will depend on what industry you and/or your spouse work in. If it's hi-tech/software, there is a higher density of technology companies in the Folsom area (which would therefore offer higher-paying jobs, explaining the higher cost of real estate there). I have commuted from Roseville to the Folsom/Rachcho Cordova area, and despite being only 20 miles, it's a 40-60 minute commute, all on surface streets. (I'd rather have that than a freeway gridlock commute, though.)

Nothing worst than grid lock on the freeway!!!
The wife will be looking for work in the banking industry.
She is a finance major, so it doesn't have to be banking.
