I've been looking at real estate ads for condominiums In Sacramento and seeing that the prices are very reasonable (eg., as low as $90,000.)Why so low. Are these in bad areas?

Yes, a condo in a decent area is going to run at least around 200k starting for a small one bedroom

And look closely at HOA fees. Often the cheapest condos have really high fees.

Not sure what you are smoking dude to say 90k condos exist in Sacramento. Cheapest places for sale are 250k plus in a BAD AREA. That is why I rent.
