Any thoughts on the old neighborhoods in Central Folsom? I'm looking at a rental right around the corner from Theodore Judah. Driving through, I can see that it's not the greatest part of town, but I'm not sure how "bad" Folsom really gets. I wouldn't give it a second thought if it were just me (I prefer older neighborhoods and don't mind a little economic diversity), but I have a 6 year old and don't want to subject her to anything really horrific. But the house itself is adorable and proximity to the elementary school appealing.

While I'm at it - thoughts on Theodore Judah versus Carl Sundahl?

Theodore Judah is an excellent school and ethnically diverse. The area has the most affordable housing in the city and is very convenient to government services. Some are residents of halfway houses. I assume the proximity of sex offenders is of major concern. You can search for this and other neighborhoods here: https://www.meganslaw.ca.gov/Mobile/Search.aspx

The Sacramento County city of Folsom is the #1 BEST place to raise a family in California. Central Folsom is also easy distance from the light rail station going to downtown Sac.

Thanks to the Folsom Dam, LA has water at Sacramento's environmental expense.

The best place to raise a family in LA County is Rancho Palos Verdes way down at #26 on the list.

there are no bad areas in folsom
there is not much diversity here
I can't speak to the schools, but you can check https://www.greatschools.org
a fairly common complaint about folsom schools is the bullying. One kid committed suicide as a result, there was a pushing incident (story very unclear) but kid wound up in ICU with an intracranial bleed. Everyone time the subject comes up locally, many people jump in to say their kid was bullied also.
I would suggest joining the folsom chat facebook group

The OP asked specifically about the neighborhood served by Theodore Judah Elementary. The ethnic breakdown of the students is: 38% Asian, 37% White, 13% Hispanic and 9% two or more races. Many come from immigrant families whose parents place a strong emphasis on education.

Folsom is an excellent town. That particular part of town has some spillover weekend night activity from bar hoppers and party goers along Sutter Street, but other than those nights, it's a nice quiet area.
