Crime in Sacramento is a lot worse. Sacramento isn't like a bigger Salinas, it's a bigger city but very different. Salinas is a lot more based on agricultural industries. Sacramento business is more about construction, public administration (the state government is huge) and professional occupations.

Racially they're also very different--about two-thirds of Salinas is Hispanic, compared to about one-quarter here, about one-third white, and the rest African-American or Asian.

wburg has it right. I actually lived in Salinas for about 12 years before moving up here to Sac in 2002.
One big difference is that you can get to anything in Salinas within about 15 minutes. In Sacramento, you can drive for an hour, sometimes more, to get to your destination. The metro area is very spread out, sprawling.
As far as safety goes, it just depends on what areas you're looking at. Don't move into places like Oak Park, Arden, Meadowview/Mack, and certain parts of downtown/Midtown Sac. If you take a long read through these forums you'll get a pretty good idea.
