Not to long ago i called the police department to get information on a criminialist position. The officer told me the city was on a hiring freeze. I would like to keep Sacramento as an open option for a job, but that doesn't sound too good.

Are city jobs on the decline?

Currently, the city of Sacramento is under a hiring freeze. The mayor describes it as a "hiring slushie," in that they are hiring in a very limited fashion for positions that must be filled if someone leaves employment, but generally they aren't hiring. This is because there is currently a roughly $60 million city budget deficit. I imagine things will warm back up if/when the city is again in the black.

Here is the city's employment-opportunities page:

Employment - City of Sacramento

Before the freeze there were normally 40-50 positions listed...now it's like ten.

Arnold doesn't have anything to do with the city of Sacramento, other than occasionally dining at Lucca and staying at a penthouse hotel room across from the capitol building sometimes. His solutions are mostly really, really bad ideas. When he first took office he commissioned a group of really smart people to come up with good ideas to help the state save money. They did so, and presented these ideas to the governor's office. He threw the whole thing in the trash.

Since then, his basic solution to California's budget woes have been to borrow even more money, complain about things he can't control, and blame everything on the bureaucracy.

This seems to happen to governor position throughout the last 20 years. Sad really.
