Default Where is 'East Sac'?

I'm using google earth for a lot of my research, and 'East Sacramento' doesn't show up as an official neighborhood. What exactly is East Sac?

My goals are similar to the original poster:

Good schools.
Safe.
No snorkels.
Will start with renting, but eventually buy in the low 300s (hopefully 4br or 3 + den).

Public transit access would be nice too, as we are currently car-free, and intend to remain at least car-minimal.
I really like the sound of Davis, but it's a bit out of our price range, and I think Folsom is as well.
