I-80 to 680 is really it, with those hours you should avoid most traffic.

Car: 80 to 680 (have to pay bridge toll, $4)
Train: Amtrak, Capital corridor train (it goes from Sacramento to Martinez)

I can't think of any other ways to really do it. I would probably just drive a car. If you took the train you would have to figure a way to get from downtown Martinez to where ever in Concord for your job and back.

Is there not any other affordable housing between sac and concord? Why are you commuting from Sacramento?
