I have been searching and searching and still can't find more info, so any will be helpful. I have already schedule the PGE ( electricity) to be turned on June 21st. Gas I still need to set up and Water and Sewer and Trash. My concern is this, I know I read a few post on this forum about bi- monthly payments and adverage water bills higher in some areas. Would anyone be able to tell me the " estimated" cost and how eften? I am very keen on a strict budget plan, monthly bills ect. I want to make sure I am prepared for a certain amount and when/how often. Not that I can't afford a high bill, I am just skeptic about moving to a new state and not knowing what is to come. We are a family of 4 ( 2 adults, 2 children) and we have a front and back lawn in the Meadows area of Keizer ( in-case you were wondering about yard care and water usage).

Gas is Northwest Natural.
Water/Sewer is the City of Keizer.
Garbage for the Meadows is covered by Valley Recycling

Here in Dallas we pay about $200 a month for electricity and 2400 square feet of two story home, with Gas heat at around $100 and gas cooking. Water with the garden and fruit trees on a 1/2 acre runs about $35.00. Keep in mind I am a Ham Radio operator and I use a little current sometimes, and we furnish (furnished) electricity to a 5th wheel and an apartment plus an Industrial Excavator Shop.

Yeah the house is only 1444 Sqft one story. Plus with us only being home mostly on the weekends and at nights I am certain the cost wont be near $200 for electric ( I hope). Here in Arizona I am use to $200-$400 a month in the summer because of the Air having to run all day, which I am glad to escape from that. Glad to know the cost is lower for me . And I believe it is a electric range, so just a gas water heater and fireplace I believe so far.

Contact PGE and NW Natural, they should be able to tell you what the previous renters average payments were. They don't want you to miss paying them any more then you want to, and will help you out.

You should also do your own Energy Audit. Energy Trust of Oregon

You want Gas when you can have it. Electric heat and Water are real killers here. It is not uncommon to have the heater on year round. We should be the cheapest electricity in the nation, but regulation and sales to California have quadrupled the actual cost of electricity here.
