If you're within City Limits, yes. Once you get outside of the city limits it depends on the area. All of Oregon is like that.

This website: Find Broadband Service Now | DSLReports.com, ISP Information has a good search for what is theoretically available in your area.

Depending on your exact location lines may not have been run for Fiber or Cable, or line quality may not be good enough for DSL. The only way to know for sure is to call whichever company you've picked to see what they have available, they'll do an address lookup to find out.

Your biggest problem is going to be properties that have the house set back a ways from the street, the company will want you to pick up part of or all the bill to get from the street to the house. For instance at my grandparents place it'd cost roughly $17,000 to have the cable company extend service about 2000 feet to their house. The phone company would actually replace the wires for free, but they would have had to pay for the dslam that would have been needed.

One of my clients outside of Roseburg ended up renting a small office space in Roseburg instead of going with a home office for his business for this reason.

While it is getting better all over, you need to remember that there are communities in Oregon that didn't get land line phone service until the mid 80's and in one case the early 90's. Not due to a lack of demand, but due to a lack of cost vs. profit for the phone companies.
