After two vacations to Oregon we decided to retire to the Salem area (Portland is too expensive for us to buy a home there). After we sell our home in Illinois summer 2016 we'll buy a used rental moving van, pack up and head West.

Any advice on what doctors, hospitals to look at for heart condition, diabetes and ulcerative colitis (between the two of us).

Any advice specific to finding a 2 bedroom 1-2 bath "fixer" would really be appreciated. I've got alot of home improvement experience, so we're not scared of major work like repairing walls, floors etc. I do tile work and am an OK carpenter.
In regards to a fixer, are there restrictive/complex/time consuming requirements for getting every little thing approved by a city inspector?
Are we allowed to do our own plumbing/electrical work?
Anyone know how nearby towns like Dallas are re regulations for working on a fixer?

We'll likely be interested in joining Literacy Volunteers or Habitat for Humanity if they are in the Salem area. I like doing tilework and have my own wet saw.

I've seen lots of excellent advice here, so I'm hoping for more of the same for a retired couple.

Hi Jack,

Oregon is pretty owner friendly when it comes to permits and such. Yes, you can do your own plumbing and electrical work, but you need to get it permitted like a contractor does. As long as you are the homeowner of the house, you can do anything you want to the property yourself. You just need to get it permitted. Here is a list of when you need a permit in Salem.

I find the permit process pretty easy. You can do it online if you set up an account.

If you live in Marion (outside Salem city limits) or Polk county, they are DIY friendly too.

Permits aren't too difficult and you are allowed to do all your own work. However, I am a bit skeptical about finding a fixer for $100K.

The OP could in Dallas. They would need cash though as most of them aren't financeable.

I've seen many listings for 70-100K; but the actual selling price could be much higher.
Silverfall: as a broker, do you know if I can easily find the selling price of recently sold homes?

You can see sold data on Zillow. I don't know how fast they pull that data in though. Redfin has sold data as well. They are probably faster.
