Woodburn basically runs together with Salem/Keizer, yes? I have only passed through but that's how it appears. Didn't look like the nicest place in the valley but looked basically like most midsize California towns you pass through, like Watsonville or maybe Eureka.

No they don't run together. Oregon has urban growth boundaries for each city so cities don't run together here for the most part.

I get the Mexican population because of the agricultural work. But what's with all the Russians? We noticed that, too.
Old thread but I was mentioning Russian towns elsewhere. The following, one quite old, news articles might deal with it.

I haven't been to Woodburn in years! Last time I remember being there, I stopped to eat at a Mexican resterant and nobody knew any English. Lucky my friend was Mexican and ordered for me, but the food was good! I got tired of everyone staring at me so I stood up and threw my hand the air and said "what!" real loud and they finally stopped starring at me, lol. With a large Mexican population I am sure they force kids to Spanish.
