Looking at the pictures above - the ones I saw had a completely white head... however - I have seen the one of the picture above while walking on Randolph AFB...

When I was living in the Seguin area, I saw a Caracara. A very beautiful bird.

What I saw today, 2 of them MOF, did not have the white patches on their wings nor black tips on their tail feathers.
