My friend's family just move to San Antonio and living in an apartment complex. Their 6 years son was bited by their neighbor's dog. Totally medical bill is above $1000 now. But the dog owner is so shameless, she didn't even show up to see the kid so far. After the mediation session at Bexar County Dispute Resolution Center, my friend realized that the owner doesn't want pay anything for that. She said she is full time student in UTSA and no money to pay. She refused the mediator's pay plan even pay $10 per month. Like my friend said, there is nothing about money, she just doesn't want pay anything. Seems no money means everything here, hah. How should we call this kind of bad guy? shamelessly? knave? rascal? scoundrel? rogue? I am in San antonio more than 10 years and never met such kind of *****. How many person met this kind of bad guy before? any suggestion for my friend's case?

You only find irresponsable dog owners in San Antonio.

But I have to admit... I'm amazed of how many people here have "lots" of rotweilers.
I saw a neighbor of mine the other day, she's gotta be in her 30s, walking her biggest rotweiler and the dog was pretty much dragging her down the street (she couldn't stop)

Okay.

Seriously, this happens all over the country. I think if the person can't or won't pay a civil judgment, then it'll just go on their credit record unless you get a judgment order. But aren't there criminal laws in San Antonio for owners who let their dogs bite people?

Small claims court, file a lien, and pursue until they pay - or go on Judge Judy, etc. - they get paid from a pool that pays folks to appear, so she'd get reimbursed AND her expenses paid!

Aside from a court show, doesn't the plaintiff have to pay for court and legal fees?
