More growth doesn't translate into a better school.
The school is addressing low graduation rates by raising admission standards. They have begun weeding out unprepared students by diverting them to local community colleges for basics. The school falls behind (both academically and financially) when it is has to resort to remedial courses to get students on the college level. It is in the best interest of these students to get this work done a local community college where it is cheaper and faculty is able to work more closely with the student. I don't think it is as much a problem of deficient staff as it is deficient students. The school has recruited numerous faculty from prestigious universities across the country (and continues too do so).

Thats not what I said, I simply stated that UTSA grew and now has to build to keep up with the enrollment. They did not have the space for the soaring enrollment.

New food service options on campus this semester will include: Taco Cabana (1st on a university campus), Chick-fil-a, Panda Express, Papa Johns (in Roadrunner Cafe), and Wendys. 3 new "C3" convenience stores will also open on campus (2 @ 1604 campus, 1 downtown) and will be open late into the night (2am).

The JPL Food Court is also being remodeled and should be finished by Spring 2009:

All food service operations will offer longer service hours.

New food service website - Welcome to CampusDish at UTSA!

Sam Barshop Bvld. has opened on campus:

Along with this new arterial North-to-South connector comes 850 more parking spots and 3 new shuttle stops. I believe another road will be constructed that connects Barshop Blvd. to Babcock. A new science lab will soon begin construction off Barshop Blvd. as well as the remodeling of all existing research labs at West Campus.

Sam Barshop Boulevard opens at 1604 Campus > UTSA Today > University of Texas at San Antonio

Wow, that made me hungry! I sure miss Taco Cabana, they need to come to Kansas City!

Is there one website that will show all of the plans for expansion and what is completed as of today and the timeline for the rest of the projects?

Go to google, type in "UTSA master plan" and the UTSA page on there gives you an idea of what they have in the planning stages.

The master plan found online is outdated as the school recently hired a company to develop a new master plan for the 1604, downtown, and athletic campuses. The new master plans are due out this semester.

That's why I said it gives you an idea of what they have in the planning stages.

If this is a sign of a bad school, then count all the Ivy League schools and a number of major universities on the list.

Grad students teaching courses is par for the course, esp. in major research schools (think Harvard, Yale, Columbia, UCLA, UC Berkeley to name a few). Such places usually have more grad students to go around. It's rare for any school with a significant PhD program to not have grad students teaching courses. Those that do are usually your smaller, liberal arts colleges.

I actually think a lot of grad students are better at teaching than the professors who end up recycling their old lectures year in and year out....
