Murderers and child molesters are probably housed in state jails and state prisons, not county jails. The repeat offenders are probably alcoholics, but I doubt most of the young people who cause most of the alcohol related crashes are alcoholics. They need a stronger deterrent so they won't commit an offense the first time.

A San Antonio bar under investigation for serving a customer who later killed San Antonio Police Officer Stephanie Brown and himself in a drunken driving wreck was sued earlier this year over another fatal wreck.

The children of Lisa Harter, 26, filed a wrongful death suit in January against the Flying Saucer and against Marine Staff Sgt. Marcos Serda, who was driving home from the bar with Harter when she was killed.

But we all know the burden of proof in a civil suit is lower than that in a criminal court (e.g. In civil litigation, the plaintiff wins if the preponderance of the evidence favors the plaintiff. In criminal litigation, the state must prove that the defendant satisfied each element of the statutory definition of the crime, and the defendant's participation, "beyond a reasonable doubt." It is difficult to put a valid numerical value on the probability that a guilty person really committed the crime, but legal authorities who do assign a numerical value generally say "at least 98% or 99%" certainty of guilt [source]).

I totally got the South Park reference and most people in SA can't even spell personal responsibility..

At first I was down with this because I want max punishment for everyone involved; I want them all hurt as much as possible. But some rotten lawyer and crappy judge will ruin it. The only real solution is to leave this hole and let the rest kill each other. You just can't fix this quantity of stupid.
