These things have been towed in the past for being parked unregistered and unmoved. Anybody know who to call?

is 311 good for the entire county? or just the city?
I have one that always parks right next to the cross street and when you come in after making a right turn you have to try to avoid them and see around them. Not sure if there is a minimum distance that you can park from a cross street, but there sure should be.. it's dangerous

311 is primarily for the City.
They will send you to Code Compliance. You can submitt a complaint to Code Compliance on the City's website...SA Citizen Requests (junked vehicle)

Can't park within 10 feet of a stop sign, no rules about general cross streets without stop signs...

I was having a hard time describing the situation I think. The side of the street where the car is parked is the opposite side from where the stop sign is, so does it still apply?
It's basically a small street off a larger street (Creek Knoll off Military for anyone familiar with Westcreek) and the problem is people tend to stop at the stop sign a little too far to the left, so there is only a limited amount of room to turn onto the smaller street. This problem is compounded when the people that live in the first house leave their vehicle right next to the main street. It's probably closer to 15-20 feet away, but it's definitely a danger, especially since a fence blocks most of the view.
We're not city tax payers though, so I doubt SA code would really care.
