if the OP is staying at a downtown hotel, I wouldn't recommend renting a car. It's not a necessity in and around downtown, and most hotels charge $17-20/day for parking. If he needs it to go outside of downtown, then rent only for that day, look at a taxi for only that trip, or other public transport.

what the fffffffff?

15+ a DAY for parking??? i thought, if you stayed at a hotel (no matter how cheap or expensive), parking was included?

this sounds like something straight out of the book of fees for people who fly!

Unfortunately most hotels include a fee for guest parking. Locally it's around $8 a night in the hotel lot or you can go to a parking garage.

I would recommend Go Airport shuttle. It's about $36 RT from SAT to Downtown. I've used them in other cities and they're good.
