I'm not sure what your budget is, but I always think of the botanical gardens for an inexpensive wedding

Marriage Island downtown. Get a city permit for $100 to have your ceremony there for up to 25 people.

One of my mom's friends got married there. We all rode the river barge to the wedding. It was really nice, and it doesn't need lots of flowers like a church wedding.

My sister had her wedding at the Japanese Tea Garden. It was nice, except that the bathroom/changing area was really gross.

I like the Joske pavilion at Brackenridge park. It has a balcony with a staircase on either end of the balcony...would look really nice to have the ceremony on the balcony with the guests seated below, and then have the reception there too...although outdoor receptions don't work well here in the summer, the heat and humidity is really hard on the cake.
