A school?

Does that mean a school stadium, referring to NEISD's Heroes Stadium?

The school they are referring to is the special needs school at Morgans Wonderland called The Monarch Academy that opened this year.

if you are going to look at dollar than the new complex over at Culebra is even more expensive.

I know at Star they have a special drainage system ...certainly I'm not an engineer so I have no idea what that translates into cost. Just wondering if thats part of the difference between their fields and classics.

Don't see how this makes them "shady" though...

"Clearer financial reporting" doesn't necessarily = shady dealings i.e. better itemization of expenses. Doesn't help that the news article doesn't give any details on that part of the report.

The general statement about the accounting doesn't necessarily mean something shady but what some tax payers are not aware of is the swim gym at the NISD complex while paid for with these tourist tax dollars will be maintained by NISD at NISD tax payer expense. Maintenance is going to be expensive.
