My son is 16 months as well and he loves Just Add Children and Fiesta Farm (we more go there for my 3.5 year old, but he still likes it). You can also check out your nearest library to find out when they're story times are; often they have one geared towards younger toddlers. You can look into the children's museum in New Braunfels. I haven't been but the one here is not very good and I've heard great things about NB's museum.

Check out Landa Park up in New Braunfels. They have a small lake with lots of ducks and paddle boats. They also have a little train that drives through the park in addition to one of the best playgrounds in the area.

We went to Kiddie Park today (near 281 and 35) and it seems great for that age. You can ride the carousel with them... other rides may or may not be too big. Depends on how adventurous your baby is too. Have fun!

I wanted to post that today and yesterday I went to Sea World and I only went to their water park Aquatica and they hve a nice quiet toddler section in the very back that my son seemed to enjoy. Not many kids splashing out of control and most of the kiddos were about 1-4yrs of age. my son had a blast and the water is very shallow. I even had a great time. Plenty of shade and cabana seating. If youre willing to spend 129 bucks for the admission for both parks for a season pass that includes parking its totally worth it. i have enjoyed it for the past 2 days and my son said he wants to go back tomorrow to swim like shamu. Hes only 2.
