They all got bonuses.

I suppose we should run CPS like the rest of the government and pay employees the same whether they hit their objectives or targets? A bonus plan based on pefromance for CPS sounds like something that should be emulated, not vilified.

I'm not sure if you have lived elsewhere, but CPS offers some of the lowest electricity rates in the country and the state. If that can be done with adequate service alongside the "profit" CPS generates for the city, the employees should be rewarded.

I'm fine with a bonus performance plan, but the last few years don't warrant $100k+ bonuses.

-They were overly aggressive in the nuclear development and lost quite a bit of money.
-They didn't own up to the mistake and asked for rate hikes.
-Low natural gas prices has little to do with their true executive performance.
-Our rates are higher than Dallas, Austin, Houston (A Comparison of Deregulated and Regulated Electricity Rates | Texas Electricity Ratings: The Blog)

If there was something in particular that was worthy of bonuses, I would like their PR department and San Antonio Express news to report it. In all honestly, I am sure there are members of the team that earned it.

Don't forget our Windtricity and solar farms. I can NEVER find a true cost comparison of our "Green Initiative" cost compared to more plentiful and cheaper sources of energy.

The Windtricity information on the CPS Energy website has not been updated in years and really should be taken out. As a resident, it still lets you sign up on a percent basis -- which actually is no longer offered. The website says that the premium for using wind is $0.01 per kWh and this is what is used on the calculator to estimate your cost. However, on another webpage, it says the current premium for residents is $0.033 per kWh. If you call in to the utility, they say you can pay more in increments of $5 per month for wind... but no one can tell you how much kWh this represents. Ridiculous and worthless IMHO...without this basic information, you might as well call it a donation to CPS Energy.

For the solar energy purchases, I believe that it will be incorporated into the overall mix of energy CPS buys, so we will all pay for it. If you want to install your own panels, there are rebates to help offset the cost.

As for the OP bonus stuff, I have no issues with CPS being a not-for-profit municipal utility that pay bonuses if managers meet their target objectives. However, I do have an issue with the utility being a sneaky "tax" on residents and businesses since 13% of CPS energy revenue (for fiscal 2012) is expected to be paid to the city. In the interest of transparency, I would much rather have a lower electric rate and a balancing slightly higher city property tax rate.
