Seems like New Braunfels has experienced tremendous growth recently. First, do they have the infrastucture to support this growth? And secondly, is it just a matter of time til New Braunfels is annexed by San Antonio?

No, NB is too big and established. It's also too far from San Antonio. There is also Schertz, Cibolo, Selma in the way. It won't happen. It's like asking if Austin will annex San Marcos.

That's not how Annexations work, at least in Tx. New braunfels is a independent incorporated city. The city of new braunfels would have to vote to dissolve itself first.

It would make far more sense for San Antonio to annex the incorporated areas of Bexar County that it surrounds, like Alamo Heights, Shavano Park and Castle Hills. It'll likely be a few years before the city begins significant annexations outside of Bexar County, let alone as far north as New Braunfels.

Its only a matter of time before San Antonio and Austin area absorbs all cities in between. aka LA

This.

One city can not annex another without a mutual agreement. In this case, that would never happen (as is the case most of the time)

You will find that many small towns around a larger city incorporated for the reason of not being annexed.

IMO, in the foreseeable future, we will see some small local governments opt to dissolve and be absorbed into larger entities. The main cause will be an ever-increasing number of unfunded mandates on local governments coming from the state and Federal levels. There will be a point where it won't be cost-effective to continue to run a piddly little town government and maintain the staffing and other resources required to meet the mandates.

Just because a city is surrounded doesn't mean it's incorporated. I was on a small city's council years ago, we incorporated to keep SA from swallowing us. Even way back the the SA ETJ ( extra territorial jurisdiction) was almost at our doorstep. I believe there are 8 or 9 incorporated cites within the ETJ of SA now maybe even more. San Antonio will never nor could ever annex New Braunfels unless they learn to speak German. The closest SA can get to a harmonious relationship with New Braunfels is a "sausage wrap" and if you don't know what that is you haven't lived in South Texas long enough.
