I have been going to the VA clinic and since I am a veteran I have been told I cannot make an appointment till further notice. Could this be because of the shutdown?

No, not according to Government Shutdown FAQ for Veterans | Tom Tarantino...

Which is supported by this VA document Veteran's Guide to Government Shutdown; which states "All VA medical facilities and clinics will remain fully operational"
