There is truth to this, but it has a lot to do with Texas laws. The federal government has deemed Texas and several other states as needing to toughen their DWI laws.

Texas does have the most drunk driving fatalities. Yes, we are a very populace state, but we still have a lot less people than California. It should be very concerning that California has millions of more people, but less drunk driving fatalities. California is also a car-dependent state.

The NHTSA reported that Bexar County saw 4.5 fatalities per 100,000 population. That's compared to 3.99 fatalities per 100,000 population in Harris County (Houston). Dallas County is at 2.81, per the NHTSA, so I don't know where you're getting your facts from but I think the Federal government is a more reliable, unbiased and accurate source.

The data from the NHTSA, according to their FARS, distinguishes fatalities from auto accidents in general from auto accidents due to intoxication. From their most recent data accumulated over a decade, looking only at the 25 largest cities in the U.S., it shows that while San Antonio is the seventh largest city it is ranked 9th in fatal traffic crashes per 1,000 people with Dallas ranked 4th and Houston ranked 6th. In terms of fatal traffic crashes involving intoxication per 1,00 people,their data shows that San Antonio is ranked 9th, behind Houston (ranked 3rd), Dallas (ranked 5th) and Austin (ranked 7th). In addition , the rate of fatal crashes involving intoxication shows that San Antonio is even lower and is ranked 19th out of the 25 largest cities in the U.S. By the way, New York is consistently ranked at or near the bottom and it has been attributed to their extensive subway system. Look for yourself.

I think people are focusing more on the trend of what's been happening recently.

Can you be clearer because the bolded statements are kind of contradicting each other?

I am not saying that I oppose stiffer penalties for drunk drivers, I actually support them but if this logic were accurate, states with the death penalty would have fewer murders than states without it. It's actually the opposite of that. States without the death penalty actually have a lower murder rate. For the record, I support the death penalty too even though it's not an effective deterrent.
