One of my 'other' income tax free states for property ownership is WA

Voters approved a similar Prop 13 measure I-787 to cap property tax increases.

WA state supreme court struck down the measure as too restrictive for WA Counties that need to raise revenue. Thus I get 1000% property tax increases back to back after retirement
As values rise... more will find themselves squeezed by property tax... seems almost un-American to be taxed from your home.

In Washington, my assessment increased 80% when I-747 was struck down and just found out it's going up more than 20% this year...

Simply not sustainable...

No Income Tax is fine for those with Income... the more the better... everyone needs a roof over their head and the right to own property is fundamental...

One note on California Prop 13... annual increase is capped at 2% plus voter approved measures... so it's not that Prop 13 freezes taxes or prevents them... also, Prop 13 applies equally to every assessable property in the State.

And the over-65 "freeze" is only for the school tax line items.

No, it isn't. The Over-65 freeze also includes Bexar County & City Of San Antonio. I think most of the other suburban cities in Bexar County also freeze for Over-65.

If an Over-65 homeowner makes new improvements, then the taxes are "thawed", the new improvements are added, then the taxes are "frozen" again at the new rate.

partially correct for the City of San Antonio, not a freeze as in the state mandated school tax, more of a discount if your property is worth more than $65K:
"The over-65 exemption is for property owners who are 65 years of age or older and claim their residence as their homestead. This exemption is a maximum of $65,000 of taxable valuation."

Similar deal for Bexar Co.

The City Of San Antonio DOES freeze taxes, just like the school districts, for Over-65 homesteaders.

Hope the freeze is not rigid and let's the rates go down next year due to SB 1, SJR 1, and SB 1760.
