Driving down Alamo Ranch Pkwy yesterday just before you get to the new CVS and there is a sign that says "future home of HEB". Anyone know anything about this?

Sorry if it was mentioned before, but I noticed that the speed limit has been lowered from 50 mph to 45 mph from Culebra to the AR entrance and beyond. I'm thinking that it's because there are more structures present now than before. What do you guys think?
