Some of it for sure is tax rate differences.

NEISD is 1.385
SAISD is 1.533

SAISD is almost 10% higher than NEISD.

Just for comparison with NEISD rate the tax would have been about $15.2k on valuation of $565,530.

City taxes may also be a factor here, San Antonio's rate is 0.5583, but somewhere like Terrell Hills is 0.347673. That would be $1200 less in tax if that $565k house was in Terrell Hills instead of San Antonio.

Bottom line here is taxing jurisdiction and their rates also make a difference appraisal value isn't the whole story.

I'm way over 65 and there's not really a freeze. Just a 10% increase limit per year. And mine has gone up exactly 10% for each of the past 4 years.

You might be doing it wrong.

FYI that 10% thing is on all homestead properties regardless of age.

The 65 exemption freezes your school taxes which is the majority of your tax bill. Then depending on your area the local districts can also lower your bill.

but the overall valuation has gone up 10% per year for the last 4 years...
maybe it will stop once it hits a few $million.
