Wow! No offense, but if an inspection didn't investigate why the windows were down any further, they were pretty gullible. It would be like the police who believes the story from the guy staggering around telling the officer he has just had "two beers" when asked if he had anything to drink, and the officer believes him and lets him go! (Hint: They all say they've just "two beers").

Having functioning windows isn't a requirement for a passed inspection. Put the windows down, pull the fuse and don't worry about it

"Why are your windows down"

"They don't go up"

First thing to check if you get a check engine light is your gas cap, make sure it's on tightly. Loose gas cap will cause the light to turn on.
