I'm looking for a one or two bedroom apartment in an area that has a low crime rate and also has buses and/or trains within walking distance of the area. Can anyone think of some suburbs in the San Antonio area that would fit this criteria?

No trains here. Everyone looks for a low crime rate. Truth is, violent crime is fairly low, but property crime is high. They'll steal anything that's not nailed down, and even some things that are!! If you're looking for suburbs, you'll most likely need a car.
How much do you want to spend?
Oh, I see that you've posted these questions in about a dozen other cities. Guess you're not that close to moving yet, or just not that serious.

Do you have a job here? What is your budget? Affordable is a subjective term these days.

Judging by your posts with essentially the same question posted all over the country, I'd say you first need to narrow your search down a tad.
