Average SAWS bill to increase about 32 percent over five years

SAWs bought the pipeline from a company that immediately went broke and shifted the contract to their partner construction company. This, after years or research and bids...

A 32% increase, I hope it is that little.

I attended a presentation on the pipeline project when it was announced. The alternative to not building the pipeline is SAWS not having enough water to meet the city's needs in 2040. Somebody has to pay for that "future water."

No argument, it is just that I had lots of experience with the Spanish company that went bust just while the SAWS contract ink was still wet.

Not the only game in town for such a project either.

IIRC, they had 6 bidders offering water from different parts of the state, including a gulf desalination option, The low bid came from the most distant water source. With the benefit of hindsight, we know the low bidder bid too low and SAWS is picking up more slack than anticipated on the project. The upside is that the project has plenty of water and the rights to it are not in jeopardy. The project is just not very popular in the part of the state (just west of Tyler) that the water is coming from.

The problem was they picked the most expensive route out of the options.

And was full of all kind of special interests.

It was a fun contract to negotiate, lots of European travel and entertainment from Abengoa.
