I received a speeding ticket on 7/18/2017 from Bexar County Sherrif on I-10E and the ticket wasn't turned in until 3/1/2019.

At the time, this was the area where the speed limit goes from 75-65. This was a very short entrance ramp and the cars headed east were coming from the 75mph zone, however; where I entered the interstate the speed limit was 65. Long story short- the officer clocked me 100 ft after the entrance ramp at 75 in a 65. Yes I was speeding and I would do it again to merge into traffic coming over the hill that is going 75-80 mph.

Here's the issue- I followed the instructions and called the JP's Wentworth's office. The officer hadn't turned the ticket in. The clerk had me email her a copy of the ticket and something else that I signed and said that if he didn't turn it in within 1 year, it would be dismissed, but the documents I emailed would serve as proof of my appearance. I waited over a year and just recently threw the paperwork away. Mar1, 2019- I get a letter saying that it has been turned in and I have to appear in court! I called the JP's office and asked if they would check my file for the information that I emailed in and she said they don't keep the information after a year! Now I have to enter a plea of guilty or not guilty. I want to enter not guilty, but what is my defense?

Go to the clerk, ask to take a driver's improvement program, pay a reduced fine, take the class, get the ticket dismissed.

isn't there a Statue of Limitations?

You went to the JP's court expecting a speed trial and it was not afforded you.

I would go to Jeff and explain what you were told. Is the clerk still in his office? Call her as a witness.

Try Wilgar's suggestion but if not do this, it was pretty easy. I wouldn't want to pay if I don't have to though!
