I am moving to San Antonio and will be working in the downtown area intersectiong of Soledad and East Houston street. My fiancee are looking at places to live all over san antonio and have been attracted to the the 1604 and 281 area around Hubner Road.

What do you think of this area and the traffic during the 8 AM and 5 PM time frames. Is this a realistic drive?

Assuming you mean Huebner inside 1604, it'd be about a 35-40 minute drive, assuming no accidents and lane closures. You will probably find the trip takes 5-10 minutes less when school is not in session.

Outside 1604, it'll probably be closer to an hour to get downtown during the school year.

Well if your used to an hour long houston traffic jam it wont be "as" bad, cause Houston traffic is HORRID at rush hour.
