Most homes in the newer parts of town are in HOAs. I would say that the older the neighborhood, the less likely it is for there to be an active HOA... unless it's considered (and probably labeled as) a historic neighborhood.

HOAs are needed to maintain common areas, private streets, recreation centers. If you want a neighborhood that has these things, you should want it to have an HOA.
