Not much you can do about a neighbor's property.
Actually, you can. it's a code compliance violation to allow standing water in things like pools to breed mosquitoes. Vector control doesn't go to private property,but code compliance will inspect if there's a report.

That said, it may not be from the pool (is it not treated?). There are many places water pools - leaf litter, buckets left out, etc.

browncoatflan - you said you don't own the house, is there a reason you need to stay there? Given your background, I'd highly recommend moving closer to downtown, at least inside 410. Many great places to walk!
