There is Nick's on New Braunfels and another beauty supply place in the H.E.B. shopping center at Montgomery and Walzem.

Not about women's hair, but men's, when I used to sport a fade haircut I went to a hair cutting place on New Braunfels, very near Hays by a friend's house, and they faded it so short, not sure what they did with the clippers, but I didn't need a haircut for like two months (:

As a bit of trivia Braunfels means 'brown rock' in German.
