There's some 100,000-150,000 people working in downtown on a daily basis.

Many of them I'm sure would love not having to drive 10-20 miles or pay for downtowntown parking or even spend time trying to find it.

I am quite serious too. I am in the same boat as you with regards to web design, but I am willing to do what I can.

What exactly are we hoping to do?

What would we be incorporating into the website?

I realize this thing is beyond being in its infancy, but I am not sure that I know exactly what I am committing to doing - other than committing my time.

I can build a decent website. What information exactly will we want on this site? I am guessing the basic pages: Facts, Proposal, Contacts, Links, Updates, Examples (other cities that have utilized light rail), Info. from the 2000 proposal. We will need pictures, graphs/charts, quotes, possibly renderings? to help illustrate our point. I know a few city council members have expressed interest in light-rail. We would also have to decide on a domain name.

If you are going to go for a website, make it so that it encompasses other issues of concern, as well as the lightrail issue. That way, there is no waste of voice; property taxes, appraisals, lightrail, Trans something Corridor, TXU...what else??? Who knows...could get a lot of attention.

Default Light Rail Website

Not sure if you've seen this website yet but it seems to be a good one:

http://www.lightrailnow.org/

Also, the city of Leander (just north of Austin) is planning for light rail from there to downtown Austin. Here is the website for the residential development planned around it:
