most of them drive like they are un aware, I've noticed when traffic gets backed up in mexico their motorist usually turn their hazzards on, which leads to distraction over here.

Max, isn't that an inclusive number; the 22.9 %?

Mexicans living here with or without insurance would be "Bexar County drivers" or whatever county they live in.? Right?

Read again...the OP is referring to someone VISITING from Mexico, not living here.

Hang on, the thread is also talking about Mexicans that live here as well.

It's all so confusing, but that's life driving in this wonderful city! Be scared of all drivers and treat them as if they are uninsured, and you'll be fine!

There are plenty of accidents that can't be avoided by only ONE of the parties involved being careful.
