Well, one place where Texas REALLY needs to clear up confusion AND devise a BETTER method of traffic flow is where I-10 NB merges with 1604 WB....
everytime I come up from I-10 and circle around that curve, there is a line of ten or more cars, just sitting, fully stopped....

I really don't think there is anything more dangerous than being fully stopped on a freeway....
Whenever traffic forces me to do that, I am a nervous wreck the whole time, always looking up in my rear view mirror........

I know what you mean because I'm one of the people who takes 1604 WB to IH-10 SB at that interchange. The people who are stopped seem to believe yielding means waiting for the cloverleaf to be clear before they proceed. It would be a long way down to and a hard landing on IH-10 if someone rammed into the stopped traffic and sent those stopped vehicles flying off of the overpass.

I'm only surprised it doesn't happen on a regular basis.

Slightly off course, I wanted to mention that another issue is what to do at the intersections that say "No turn on red" . An example is the San Pedro area where you want to get on 410 heading West. I was stopped there because the sign said no turn on red, but got my ***** honked at for not turning. One time I turned on red and got stopped by a cop. I think I'd rather get a ticket than getting shot at by San Antonians.
