You are more than likely correct, but if a bus is only picking up and dropping off students at a campus from another campus, how is that an active school in session? Isn't that scenario similar to when they have sports at a school at all hours of the day and night and athletes are coming from another school in a bus?

Obviously the location where summer school are in session are active school zones, but busses picking up and dropping off students--even at other schools not in summer session--are not. In those circumstances, the same rules apply as during the school year, you must stop for a bus dislaying yellow or red flashing lights and the 'stop' sign.

I wonder how one can tell whether a school is in session or not. If there are 1-3 kids there for some after-school work, does that count? etc. It seems there may be a grey area.

There really shouldn't be any grey area. Either the school is closed or it's not...

There are other references within that same code that cite only being in effect on school days (such as using a cell phone while driving through the school zone)...

The bottom line is those flashing light should not be on when school is not in session. The same thing happens every break and during the summer...
A very good friend of mine has call both principals and superintendants at home. Strange how something overlooked can be remedied.

Go back and read my post at 10:11 today, the Municipal Code states:

The times each school zone shall be in effect or operation shall be specified by the city traffic engineer and established by ordinance.
So the school itself doesn't even set the times the zone is in effect, but I am sure they and the district have some input...

Oh, and WilGar, can you have your friend call the principal at Nichols? Their lights were going a half hour ago...
