Building permit needed for 8x10 frame garden shed? (San Antonio, Anton: HOA, home)

I'm planning to build an 8x10 wood frame garden shed, without plumbing or electricity, in my back yard. It will be within the setbacks of the property line. I live in the city of San Antonio. I talked with a handyman yesterday about building it, and he asked me if I knew if I needed a building permit. I know my HOA will allow it, but I don't know about the city code. I tried to search the city code, but no luck. Any suggestions on how I can find out?

What Kind of Permit Do I Need?

If you are building more than 100 sq ft or moving walls or doors, a building permit is required. Homeowners (owners) can obtain building permits and hire licensed contractors to perform the work. Homeowners can obtain a home repair permit, plumbing and mechanical permit to perform repairs or replace fixtures in a single family home. Electrical repairs must be performed by a licensed electrical contractor.

So it looks like your 8x10 building, at 80 square feet, would be less than the 100 square feet that would require a building permit to be obtained.
