I was at the Walmart on Austin Highway today to get some things; I stopped by the salon that's in the mall and asked how much hightlights (those light blondish type) would be for men (I did show her my hair which is only about an inch above the scalp) and the lady quoted me about $35. Is this about right for most places? I have never had highlights done so I know nothing about prices for men or the type of highlights done, etc. I probably could go to any place advertisting a cheap price but they may also do a not so great job so would appreciate some recomendations. Distance is not an issue for me and I won't mind paying more but likely would prefer less.

$35 sounds about right depending on how many foils they are going to use. MasterCuts does highlights starting at $40.

Hey, they still sell the stuff, don't they? It's $4.99 a bottle at Walgreens, and it's been around for at least 25 years that I know of, so it must work!

Maybe the Belgian version was superior to the one they sell at Walgreens

Well, MMM is right! Remember that OP hair is very short, so in a 2-3 weeks he will cut it again. And cut away the highlights. Waste of money! When he use that sun stuff, he can spray on his hair as they grow.
If he has dark hair and want the dramatic look, then he has to understand that the $35 highlights will last till ... the next hair cut.
Bottle of peroxide is even cheaper. Done that
