Which is a statement that implies scarcity. But if it's one less place in a city with an abundance of other places, then who cares?

As for the blue collar thing, do you really, truly, believe that SA's reputation would be better served by Kohls not opening a facility in SA?

The statement doesn't imply anything of the sort. As an IT guy, it may be tough for you to think outside the box.
As far as SA's reputation is concerned, it has to start somewhere. (Note: I could care less about SA's reputation).

I think he's saying that we're getting 1000 more low-paying jobs...in a call center, of which we have MANY. Not that getting jobs is a bad thing, especially since they are offering benefits as well, but the pay is not that great. In a nutshell.

Yeah, I got that part. What I couldn't understand was his insistence that San Antonio try to instead lure white collar jobs, as if the Kohls thing and the luring of white collar jobs were somehow mutually exclusive.
