My neighbor's daughter has a mid-September birthday. She went to Pre-K this year at the local elementary school. She is clearly ahead of her peers and can fully read.

They are letting her test this summer to skip kindergarten and go to 1st grade.

It depends on what side of town you'll be living but I'm out close to Bulverde (north San Antonio) and my daughter was born on Sept 3rd and will start Kindergarden next year at her daycare/school.

They are authorized to teach through 1st grade and the curriculum is good there. It's called Lighthouse Christian Learning center. Now it's not the fanciest place by any means, and the staff has a decent turnover just like most daycares but she is learning well. She just finished the pre-k program and can read/write all her letters, numbers/counting to 100, sound out and spell 2 and 3 letter words like bat, cat, to, pot... She can write her name and count by 5s. It's a Christian school so they do go to church on Thursdays for an hour or so. The cost of Kingergarden plus before/after school care is $400/month - I don't know how much for just kindergarden but their hours are 6:30am-6:30pm.

My mother in law happens to be the Assistant Director so I know my daughter is safe and secure.
