Corona takes the cake for my favorite Inland Empire city. It's really family oriented, and everything seems so convenient. Not a whole lot of things to do if you are trying to live life in the fast lane, but it is one of my favorite suburban communities because it's kept up well and everyone is nice.
Rancho Cucamonga and Chino Hills take second place. I like them for the same reasons I like Corona (family friendly, safe, clean) but they take second for being a little further out of the way from the entertainment of Orange County.

Lake Mathews and Gavilian hills is beautiful, full of tranquility, with hidden waterfalls and great sense of community. Yet everyone that lives their tries to keep it a secret. Not sure how long that's gonna last with the new "expressway" coming in.

I love Adelanto. Just a bastion of magnificently constructed, proudly-maintained $120K homes.

On a more factual note, I've heard that Temecula, Redlands, and (gasp!) Riverside are nice areas, but unfortunately I've never been out that way. I've only been to the High Desert cities.

Having lived there, I can attest that Palm Springs isn't considered to be part of the Inland Empire - it's the Coachella Valley, a difference and distinction most there are quite strenuous about maintaining!

Riverside for a town that feels most like a full fledged city, with UCR, cultural amenities (museums, performances, etc.), lots of history, orange groves, and overall a little of everything. (I think in a lot of ways it is like the unofficial capital of the IE).

Also:

Redlands (for more of a "Mayberryish" small town environment).

The times I've been out there for work I find places like Corona, Eastvale, Colton, Norco, etc. to be like bedroom community extensions of Riverside.

Overall I find Riverside County towns in general nicer than San Bernardino County towns. But even places like San Bernardino have its nice areas around the university butting up against the mountains. And if one is looking for cheap investment properties, or renting business space?, I would imagine there are plenty of opportunities in SB county.

Other areas that are sometimes but not always considered part of the IE:

Temecula area: Seems a little too built up to really retain the wine country charm the way places further north in Santa Barbara and San Luis Obispo have.

Palm Springs and Coachella valley: Same thing sometimes, sometimes not considered part of the IE. In terms of being accessible to some of SoCals best outdoor adventures and natural beauty (I LOVE JTNP, San Jacintos). But I still don't think I would want to live there. Truly an oven in the summer, and really far from major employment, etc.
