How safe is this city, and what area is the most safest? I am currently in Lake Forest and it compares 3x worse in terms of crime.

Lake Elsinore is spotty, and it has some good areas and some to avoid. It's not as bad as some people make it out to be, but it has its problems still. You should be fine living there, I wouldn't worry too much. If you have children, do some careful investigation on schools however.
I'll leave it to people who have more experience with Lake Elsinore to provide you with specific neighborhoods.

The only good parts of Lake Elsinore are Rosetta Canyon and Tuscany Hills and the elementary school in both these communities are the top schools in riverside county with API scores of 900 and greater. So if you want to move to lake Elsinore, i would go with those communities. These communities are safer and have less crime, most of the crime happens near the lake, check crimereports.com and looks on the map of the crime in lake Elsinore. The home prices are really low right now you can get a really nice 5 bed room for around 200k-250k. If your looking for big house with nice views, i would recommend Rosetta Canyon because its closer to the freeway and shopping centers and the HOA is only $98 compare to Tuscany hills which is $156. They recently built a new park, school and fire station there.
