From local paper:

For the month of December IVHS has partnered up with Pet Connections Inc. to host The Big Meow once again. It will be for the entire month. The Big Meow is a no-cost spay and neuter program for owned, free-roaming domesticated cats, to reduce cat overpopulation in our communities. To participate in this event, cat owners must make an appointment by visiting the Inland Valley Humane Society & S.P.C.A. 500 Humane Way, Pomona CA 91766. (909) 623-9777

The Big Meow is open to residents of the following cities: Chino, Chino Hills, Claremont, Diamond Bar, La Verne, Montclair, Ontario, Pomona, San Dimas, and unincorporated areas of San Bernardino County including West End, San Antonio Heights, and Mt. Baldy.

There was one on University in Riverside (E of 91), but I don't remember what it costs, the name, the address, if it's still there, etc.
