Default Is North Park area really safe?

I had a friend who said her son was beat up by some blacks and hispanics over there. He didn't even know them.
Also, San Bernardino's law enforcement doesn't really enforce the law. You have to do all the work and then they never apprehend anyone.
I hear Redlands is nice. they have a good school district and a very educated demographic. I live in San Bernardino, but am thinking of moving to Redlands...or Yucaipa. Somewhere where people work (have jobs) and don't sit around on the lawn all day with friends- waiting to break in your house when you leave. I'm wondering where have all the good, hard working cool people gone....back in the days of "good neighbors."
