I think most people with families in North Park will end up leaving once their kids hit school age.

This is true, unless you get into a lottery type school (eg, Explorer, ?Einstein). There could also be a local push to improve the neighborhood school there, but it would take a lot to get critical mass to get the job done in this location.

You can also check out University Heights - which is near North Park. Basically all of these urban areas have incredibly poor preforming schools with the exception of one school in Mission Hills. You can attempt to get your child into a Charter or Magnet school but there is no guarantee that your child will get in. or you can always send your kid to private. Or move in 5 years.

They are working on school improvements in the intercity right now. That is what I heard.

I would not recommend NPark. for kids. There are too many transient types all over that area. Especially around El Cajon Blvd. Kensington would be okay. But its surrounded on all sides by bad neighborhoods. For kids, i would try La Mesa. They have a small downtown that is walkable too. But much fewer homeless nuts walking around.

There are many residential, predominantly single-family-home areas in North Park where you would pretty much never see a transient or a "homeless nut". A neighborhood isn't defined by what you see on the main thoroughfares.

That said, most people I know who have kids in the central part of San Diego tend to prefer Kensington, University Heights, Mission Hills, or South Park- still close to the action but a little quieter in general.
