There are no 'ghettos' in San Diego, but as with all west coast cities, there are barrios, and older neighborhoods with crime problems.
The gang presence exists, but it is not strong, except for a very few specific areas. Even in many of the areas with well-known gang problems you would have to know what to look for to see it.
Overall crime in San Diego is mild and as it relates to regular people, tends to be concentrated around vehicle crime.
The subject of crime has been discussed ad nauseum in several recent threads - I would advise you to take a moment and re-read some of the older posts.

Westcoast barrios are ghettos. It's not like the Eastcoast ghettos.
Gang activity is there but it's not like L.A.
Crime is usually low compared with other large cities. Vehicle theft is probably the only crime that has been high for years. Compared to places like Philly and Detroit, there's nothing like that in San Diego.
Read some articles from SignonSanDiego (SD newspaper). It can give you a good picture of what the crime is like in San Diego.

Violent crime has in San Diego has always been low compared to the national average (except maybe in the early 90's). Property crime in San Diego is slightly above average, especially auto theft. I've lived here for 10 years and from watching the news/reading the Union Tribune, crime trends are in an inconsistent pattern with time and areas. For example, 2003 and 2006 were the most violent years in San Diego out of this decade (2006 was actually the highest), while 2007, 2005, and 2002 were more quieter years. Also, different areas have concentrations of violent crime and gang activity, especially murder, during a certain time. In 2004, a lot of the gang homicides were reported in Encanto. In 2003, it was City Heights. In 2006-2007, it was San Ysidro/Otay Mesa or Mira Mesa.

Yeah like Bunky39 said it is going down hill.It's still a safe city but if you just go through other post things are getting back to how they where around 2000.Auto theft,movements in the drug trade,gang presence is increasing in some areas,and "crimes you might not see anywhere else."It might be best if you pick a certain area in the county we can help you better.SD is a big and diverse county.
