confused why you are saying they are always doing something important. The police are putting up 4 copters 20 hours a day. Its expensive, overkill, and please tell me what could be so important to need them buzzing us that much each day. We are not the Watts.
Watch them (please). University Heights is a good area. They just go in circles for hours
You'd be surprised how often helicopters are needed in OB. La Jolla is a different matter.

I said "in my experience" and "almost always," not "always."

I just wonder how you can be so sure that they're not doing something important. You just don't know.
